Creates new Section 11-208.2 establishing enhanced penalties for possessing or distributing 100 or more images of child pornography, punishable as a felony with up to 10 years imprisonment

Establishes enhanced felony penalties (up to 10 years imprisonment) for child pornography offenses involving victims under age 13

Defines counting methodology for images: each photograph or still image counts as one image; each video counts as 20 images

Allows sentences under the new section to run consecutively to or concurrently with sentences for underlying child pornography offenses under existing Sections 11-207 and 11-208

Takes effect October 1, 2025
