Adds Article 49 to the Maryland Declaration of Rights establishing a fundamental right for every person employed in the State to organize and bargain collectively concerning compensation, hours, and other terms and conditions of employment

Prohibits the State from directly or indirectly denying, burdening, or abridging this right unless justified by a compelling State interest achieved by the least restrictive means

Requires three-fifths approval from all members elected to each house of the General Assembly to pass

Submits the proposed constitutional amendment to voters at the November 2026 general election for adoption or rejection

Exempts the amendment from local approval requirements under Article XIV, § 1 of the Maryland Constitution because it affects multiple jurisdictions
