Imposes 12-point assessments on driver's licenses for third-time drunk or drugged driving offenses (violations of § 21-902(h)) and fourth-or-more-time offenses (violations of § 21-902(i))

Third-time DUI/DWI offenders face up to 5 years imprisonment and/or fines up to $5,000, in addition to the new 12-point assessment

Fourth-time or subsequent DUI/DWI offenders face up to 10 years imprisonment and/or fines up to $10,000, in addition to the new 12-point assessment

Federal convictions for equivalent drunk or drugged driving offenses count as prior convictions under these provisions
