Establishes the Substance Abuse Early Intervention and Detoxification Services Fund to provide up to 90 days of treatment and rehabilitation for students expelled from school in Prince George's County for alcohol and drug misuse

Remaining fund money covers treatment expenses for uninsured or underinsured minors in Prince George's County for alcohol and drug misuse services

Prince George's County Health Department administers the fund; Maryland Department of Health and Department of Juvenile Services may refer expelled students to local behavioral health authority for treatment

Governor must include $2,000,000 annual appropriation to the fund in the state budget beginning fiscal year 2027

Annual report required by October 1 starting in 2027, detailing expenditures and number of students/minors served, disaggregated by demographic categories
