Organizations affiliated with a professional major league baseball team playing home games in Baltimore City may conduct raffles at games after obtaining a permit from a designated city agency

Raffle tickets may only be sold to buyers at least 18 years old using age-verification measures, and must be purchased in person or via electronic device within the geographical boundaries of the baseball stadium

Ticket sales are restricted to one hour before game start through the seventh inning, with geofencing technology required to enforce location boundaries for electronic purchases

No limit exists on the number of raffles an organization may conduct at baseball games, and a single permit can cover multiple games but expires at the end of the calendar year

The act takes effect June 1, 2025 and automatically expires on May 31, 2028; violations constitute a misdemeanor punishable by up to 1 year imprisonment or a $1,000 fine
