Persons 21 and older may manufacture personal use amounts of cannabis products or concentrated cannabis at home without volatile solvents (butane, hexane, propane) for personal use or adult sharing

Volume dealer offenses involving 50+ pounds of cannabis are reclassified from felonies with mandatory 5-year minimums to misdemeanors punishable by up to 10 years and/or $50,000 fine; drug kingpin cannabis offenses reduced to up to 20 years and/or $100,000 fine without mandatory minimums

Individuals serving mandatory minimum sentences imposed before September 30, 2017 for cocaine base offenses (under 448 grams) or before September 30, 2025 for cannabis offenses may apply by September 30, 2026 to have sentences modified or reduced

Several firearm offenses are elevated from misdemeanors to felonies: possessing/selling stolen regulated firearms (up to 5 years/$10,000), transporting firearms into Maryland for illegal sale (up to 10 years/$25,000), manufacturing/selling non-roster handguns (up to 5 years), and selling unserialized firearms/ghost guns (up to 5 years/$10,000)
