Amends the purpose of gas infrastructure replacement programs from "accelerating" to "promoting" improvements only when necessary for safety and consistent with state climate policy

Requires gas companies to demonstrate project prioritization based on public risk and cost-effectiveness, and to compare replacement costs against alternatives including leak detection/repair and targeted system retirement with electrification

Mandates gas companies notify affected customers at least 2 years before construction to allow opportunity to electrify their homes or businesses

Adds new approval criteria requiring the Public Service Commission to find projects are necessary for safety after considering alternatives, consistent with reducing natural gas use under state climate policy, and aligned with projected availability and cost-effectiveness of natural gas alternatives (biomethane, hydrogen, synthetic methane)

Takes effect October 1, 2025
