Expands the definition of a SLAPP suit to cover lawsuits against any person based on acts or statements made in furtherance of their right to petition or free speech on public issues, including statements in official proceedings, public forums, or to government officials

Creates exceptions where anti-SLAPP protections do not apply: lawsuits brought in the public interest seeking relief for the general public, and lawsuits against businesses making commercial statements about their own or competitors' goods and services

Shifts the burden to plaintiffs responding to a motion to dismiss to demonstrate the lawsuit has "substantial justification in law and fact"

Requires courts to hold expedited hearings on anti-SLAPP motions and allows limited discovery only if it would likely defeat the motion, with plaintiffs required to pay defendants' discovery expenses

Mandates courts award costs and reasonable attorney's fees to defendants who successfully dismiss SLAPP suits when justice and equity require it, effective October 1, 2025
