Establishes a Digital Asset and Blockchain Technology Task Force to study blockchain technology and cryptocurrency use and regulation in Maryland

Task Force membership includes 2 state senators, 2 delegates, the Comptroller, Secretaries of Commerce and Labor, a financial services representative, an economics faculty member, and 2 additional Governor appointees

Task Force must analyze blockchain expansion including risks (privacy), benefits for government and private businesses, and impact on state revenues and energy consumption

Findings and recommendations due to the Governor and General Assembly by October 1, 2026

Takes effect July 1, 2025 and automatically sunsets on December 31, 2026
