Renames the existing "alcohol and drug education program" to the "3-Hour Roadway Safety Driving Education Program" and expands its curriculum beyond substance-related topics

Requires the expanded program to cover understanding signs, signals, and pavement markings; dangerous driving behaviors; work zone safety; Maryland driving record and points systems; in addition to existing impaired driving content

Applies to individuals who have never held a Maryland driver's license but qualify for one based on out-of-state, foreign, or military driving experience without first obtaining a learner's permit

Allows the Motor Vehicle Administration to require completion of the program as a condition of license reinstatement after moving violations, or courts may order attendance

Takes effect October 1, 2025, and requires the Administration to adopt regulations for certifying private entities to offer the program
