Changes Maryland's capital funding formula for the Washington Metropolitan Area Transit Authority (WMATA) from a fixed $167,000,000 annual grant to a proportionate share of $500,000,000 calculated using the Metrorail Operating Subsidy Allocation Formula

Establishes the $500,000,000 base amount will be adjusted for inflation using the Consumer Price Index (All Urban Consumers) from fiscal year 2019 through the year the legislation takes effect, with an additional 3% annual increase thereafter

Eliminates the previous 3% annual increase to Maryland's original dedicated capital funding appropriation that was based on the fiscal year 2019 budget amount

Makes the bill contingent on Virginia and the District of Columbia enacting matching legislation with identical funding formulas, inflation adjustments, and 3% annual increases

Takes effect June 1, 2025, with the substantive provisions activated when the Department of Transportation confirms both Virginia and D.C. have enacted the required legislation
