Establishes a separate Class A alcoholic beverages license quota for the 8th election district in St. Mary's County at one license per 4,000 residents, compared to one license per 1,350 residents in all other election districts

Restricts license transfers between election districts unless the transfer would not exceed the applicable quota for the receiving district

Requires the Board to use population statistics from the most recent County Planning Commission annual report to maintain the license quotas

Effective July 1, 2025
