Analysis must examine staffing requirements, physical facility requirements, and support programs, comparing Maryland's framework to other states and regions

Department must consult with stakeholders including the Office of Child Care Advisory Council, early childhood advisory councils, private providers, and organizations representing child care providers

For each regulation examined, the Department must determine whether it contributes to child safety, quality early childhood education, or significantly impacts facility operations

Interim report due to the Governor and General Assembly by January 1, 2026; final report with recommended regulatory changes due by September 1, 2026
