Expands jurisdiction of Hagerstown Community College police officers to exercise peace and police officer powers throughout Washington County under specific circumstances, beyond just college-owned or controlled property

Authorizes off-campus jurisdiction when responding to an imminent threat to life, property, or public safety within Washington County

Permits expanded jurisdiction when complying with a memorandum of understanding between the college police force and another law enforcement agency with jurisdiction

Preserves existing authority to act off-campus during fresh pursuit, traffic facilitation near college property, or when ordered by the Governor

Explicitly states the expansion does not supersede the authority of the Washington County Sheriff's Office or any other law enforcement agency
