Expands programs the St. Mary's County Sheriff may establish to include day reporting programs and in-patient treatment programs, in addition to existing home detention, work release, pretrial release supervision, and prerelease programs

Removes the requirement that the Sheriff collect and manage earnings of program participants, replacing it with authority to require participants to provide proof of payments toward dependent support, court-ordered restitution, and court-ordered fees or fines

Allows courts to authorize program participation at any court proceeding, not just at sentencing, and at any time during participation rather than only during confinement

Requires Sheriff or designee approval for program participants to engage in activities such as employment, treatment appointments, counseling, education, or community resource access
