Maryland Department of Labor must study building code requirements for single-staircase buildings up to six stories to identify ways to increase affordable housing supply and reduce barriers to multifamily development.

Study must survey state and local laws across North America and analyze best practices considering factors such as water supply, fire department response capability, compliance with modern fire codes, urban building feasibility, and historic property redevelopment.

Department must consult with fire safety experts including a fire engineer from a public university, representatives from Professional Fire Fighters of Maryland, Maryland State Firefighters Association, Maryland Fire Chiefs Association, Metropolitan Fire Chiefs Association, and the Office of the State Fire Marshal.

Legislative and regulatory recommendations, including potential amendments to Maryland Building Performance Standards, must be developed to authorize single-staircase buildings up to six stories.

Report with findings and recommendations due to the Governor and General Assembly by December 1, 2026; effective date July 1, 2025.
