Establishes the Office of Disability Employment Advancement and Policy within the Maryland Department of Disabilities, with potential annual funding of $250,000 beginning in fiscal year 2027

Creates the Maryland as a Model Employer Initiative, effective July 1, 2026, to improve hiring, recruitment, retention, and career advancement of people with disabilities in state government

Requires the Office to develop training programs for state agencies on best practices and federal/state employment laws related to disability employment

Mandates collection of performance goals and data from all state government units regarding hiring and retention of employees with disabilities

Requires annual reports to the Governor and General Assembly beginning December 1, 2026, on initiative progress and recommendations for improving state employment practices for people with disabilities
