Department of Housing and Community Development must establish housing production targets for the State, each county, and municipal corporations with zoning authority by January 1, 2026, and every 10 years thereafter, with annual progress reports beginning January 1, 2027

Approved housing development projects receive vested rights to their authorized use and development for at least 5 years, protecting them from subsequent regulatory changes

Housing development project applications must be governed only by laws and regulations in effect when the complete or substantially complete application was submitted, with the relevant date being the first application submission in multi-stage approval processes

Creates the Housing Opportunities Made Equitable Commission, a 19-member body including legislators, state agency secretaries, and representatives from local government and housing industries, to study and recommend ways to improve housing supply and affordability by July 1, 2026

Act takes effect June 1, 2025, and applies to charter counties and Baltimore City through amendments to existing Land Use Article provisions
