Repeals the June 30, 2025 termination date for provisions governing the maximum user fees the Health Services Cost Review Commission can assess on hospitals and related institutions

Makes permanent the fee cap structure originally established in Chapters 696 and 697 of the Acts of 2022, which was set to expire after 3 years

Total user fees remain capped at the greater of 0.1% of the prior fiscal year's budgeted gross hospital revenue or the largest amount from the preceding 5 fiscal years

User fees may not exceed the Commission's Special Fund appropriation by more than 20% and must be used exclusively for the Commission's statutory and regulatory duties

Effective June 1, 2025; approved by Governor Wes Moore on April 8, 2025
