Establishes a Nonprofit Organizations Navigator position within the Maryland Department of Commerce, to be designated by the Secretary and filled by July 1, 2025

Navigator duties include providing technical assistance to nonprofits applying for state grants, resolving procedural delays in grant-making processes, and sharing information on federal, state, and local grant opportunities

Adds the Navigator as a nonvoting member of the Maryland Efficient Grant Application Council, which includes representatives from 15+ state agencies plus nonprofit and local government representatives

Removes the previously proposed State Grants Ombudsperson study requirement from the Council's duties, as the Navigator position fulfills a similar function

Requires the Department of Commerce to report by January 1, 2027 on the number of nonprofits assisted, grant applications submitted, funds awarded, and implementation recommendations; the Act sunsets on June 30, 2027
