Each Maryland institution of higher education must provide fentanyl test strips (drug detection products) to students at no charge

Drug detection products must be made available in student health centers, libraries, and bathrooms on campus

Institutions must report annually to the Commission by October 1 on the quantity of drug detection products distributed, in addition to existing requirements to report overdose incidents requiring naloxone

The bill renames Subtitle 12 from "Heroin and Opioid Addiction and Prevention" to "Drug Abuse Policies and Prevention"

Effective date: July 1, 2025
