Establishes eligibility criteria for Maryland's Child Care Scholarship Program: children must reside in the state, be under age 13 (or under 19 with a verified disability), and be in households meeting Department-established need and income requirements

Prohibits the State Department of Education from considering the immigration status of a parent, guardian, or child when determining eligibility for Program benefits

Amends Section 9.5-113 of the Maryland Education Article to codify these eligibility requirements in state law rather than relying solely on federal law administration

Takes effect July 1, 2025
