Restructures Baltimore County Democratic Party Central Committee representation across legislative districts, with 10 members (two per district) from districts 11A, 42A, 42B, 43B, and 44A

Allocates 12 Democratic committee members (four per district) from legislative districts 7A, 11B, and 44B, and 18 members (six per district) from districts 6, 8, and 10

Eliminates previous provisions for members elected from partial legislative districts (districts 7 and 12) and the specific breakdown for district 42
