Creates a new "arts beer and wine license" in Dorchester County allowing nonprofit or for-profit retail businesses (art centers, galleries, museums) to sell beer and wine for on-premises consumption when snacks are served

Eligible businesses must display and sell original artwork, be located in a Department of Commerce-approved arts and entertainment district, and cannot sell commercially prepared or mass-produced artistic products

License permits sales Monday through Sunday from 10 a.m. to 10 p.m. during normal business hours, with an annual fee of $250

The license cannot be transferred to a different location from where it was originally issued

Establishments within 300 feet of a place of worship or school may obtain the license with written consent from each affected institution; effective July 1, 2025
