Comptroller must study the Field Enforcement Bureau's process for enforcing miscellaneous State business licenses under Title 17 of the Business Regulation Article, consulting with stakeholders including the Alcohol, Tobacco, and Cannabis Commission, Maryland Chamber of Commerce, and Maryland Restaurant Association

Report due to General Assembly by December 1, 2025, with recommendations on whether civil citations could replace or supplement criminal citations for enforcement

Study must address how to properly identify and contact business owners, operators, or responsible parties for license enforcement, and how to ensure citations are only issued to appropriate individuals

Study must include recommendations for effectively issuing citations when business owners do not reside in Maryland

Effective date: July 1, 2025
