Renames the "Rape Kit Testing Grant Fund" to the "Rape Kit Collection, Testing, and Tracking Grant Fund" and expands its purpose to include multiyear funding for equipment, supplies, personnel, and outsourcing

Authorizes the Governor's Office of Crime Prevention and Policy to use up to 5% of the Fund for administrative purposes

Expands grant eligibility beyond law enforcement agencies to include hospitals for hiring forensic nurse examiner (RN-FNE) positions and hospitals or nonprofits for RN-FNE training and certification

Allows funding for laboratory capacity improvements, technological upgrades, and support for entering rape kits into the state's tracking/reporting program

Changes the annual reporting deadline to the General Assembly from September 1 to October 1, with an effective date of October 1, 2025
