Imposes strict liability for damages on persons who intentionally, knowingly, or negligently design or create AI software capable of causing personal injury or death, plus civil penalties up to Maryland's noneconomic damages cap

Makes intentionally designing or creating AI software capable of causing injury or death a felony punishable by up to 20 years imprisonment and/or $100,000 fine

Makes knowingly designing or creating such AI software a misdemeanor punishable by up to 10 years imprisonment and/or $50,000 fine

Makes negligently designing or creating such AI software a misdemeanor punishable by up to 5 years imprisonment and/or $25,000 fine

Takes effect October 1, 2025
