Applies to civil actions brought by "vulnerable individuals" (as defined in § 21–901.3 of the Transportation Article) injured in motor vehicle accidents

Prevents a vulnerable individual's recovery from being completely barred due to their own negligence, unless their negligence was both a proximate cause of the injury AND greater than the combined negligence of all defendants

Requires any damages awarded to be reduced proportionally based on the amount of negligence attributed to the plaintiff

Does not affect existing rules on joint and several liability or the doctrine of last clear chance

Takes effect October 1, 2025 and applies only prospectively to causes of action arising after that date
