Increases per-capita state funding for the State Library Resource Center (Enoch Pratt Free Library) from $2.07 per resident in FY2025-2026 to $2.52 per resident by FY2031 and thereafter

Establishes a graduated funding increase schedule: $2.15 (FY2027), $2.24 (FY2028), $2.33 (FY2029), $2.42 (FY2030), and $2.52 (FY2031+)

Removes outdated funding formulas from fiscal years 2010-2023 from the statute while preserving the current regional resource center funding schedule ($8.35-$9.99 per resident)

Funding may be used for both operating and capital expenses at the State Library Resource Center
