Expands education-related benefits in Maryland law from "armed forces" to all "uniformed services," which includes the Public Health Service and NOAA Commissioned Corps in addition to military branches

Standardizes definitions of "veteran," "active service member," "active duty," and "reserve component" across the Education Article and General Provisions Article by referencing federal definitions in 37 U.S.C. § 101 and 38 U.S.C. § 101

Extends expedited educator licensure to active service members, eligible veterans (discharged within 1 year), and their spouses who hold valid teaching credentials from other states

Applies in-state tuition exemptions, scholarship eligibility (including Senatorial scholarships and the Edward T. and Mary A. Conroy Memorial Scholarship Program), and service obligation deferments to the broader category of uniformed services personnel and their dependents

Takes effect July 1, 2025
