Maryland State Board of Nursing must hold discussions with Delaware, Pennsylvania, Virginia, West Virginia, and the District of Columbia to pursue reciprocity agreements for advanced practice nursing licensure and specialty certification

Goals of the reciprocity arrangements include increasing access to qualified advanced practice registered nurses, enhancing licensure portability, and improving telehealth access across jurisdictions

Annual reports required to the Senate Finance Committee and House Health and Government Operations Committee by November 1, 2025, and each November 1 for the following 4 years

Reports must include status of discussions, any agreements reached, challenges encountered, and recommendations for legislative or regulatory changes needed to facilitate reciprocity

Effective date: July 1, 2025; approved by Governor Wes Moore on May 20, 2025
