Authorizes expungement of criminal charges that were disposed of by the court with a "no finding" designation, rather than resulting in an unequivocal conviction

Allows expungement of charges included in cases designated by the court as "terminated without finding"

Adds new subsection (j) to Section 10-110 of Maryland's Criminal Procedure Article, expanding existing expungement eligibility criteria
