Authorizes the State Lottery and Gaming Control Agency to establish a system allowing individuals to purchase lottery subscriptions online through internet-connected devices such as computers or mobile phones

Applies to multijurisdictional games (offered with other states or foreign entities) and jackpot games (where top prizes vary based on sales and previous drawing outcomes)

Permits licensed lottery agents to sell vouchers that individuals can use to fund online subscription purchases, with agents receiving standard commission rates under § 9-117

Licensed agents receive commissions on subscription renewals originally funded by their vouchers for up to 24 months from the first renewal date

Requires the Agency to report to the Senate Budget and Taxation Committee, House Appropriations Committee, and House Ways and Means Committee by December 1, 2026 on subscription sales data including direct sales, voucher sales, and renewals
