Requires installation of micro conduits in utility easements and building power/telecommunication rooms during new construction or major improvement of multiple tenant environments (commercial or residential premises with multiple occupants)

Mandates that buried fiber optic cables installed in highway rights-of-way on or after October 1, 2025 must include conduit containing at least seven microducts

Requires the Department of Transportation or local governments to provide broadband service providers access to highway conduits on a neutral and nondiscriminatory basis upon request

Authorizes the Department of Transportation and local governments to charge broadband service providers a reasonable fee for conduit access

Takes effect October 1, 2025
