Prohibits the State of Maryland, its instrumentalities, and political subdivisions from using eminent domain to take privately owned property subject to a perpetual agricultural or conservation easement

Amends Section 12-101 of the Real Property Article in the Annotated Code of Maryland to add this new restriction

Creates an exception to the general rule that allows government entities to take private property for public use upon making required payment and providing security

Effective date: October 1, 2025
