Creates a new Class B (athletic and event facility) beer, wine, and liquor license in Wicomico County for athletic facilities, auditoriums, banquet halls, and conference centers

Eligible facilities must have a kitchen for food preparation and a capacity of at least 500 people

License holders may sell beer, wine, and liquor from one or more outlets within the facility for on-premises consumption

Wicomico County Board of License Commissioners must adopt regulations prohibiting alcohol consumption during youth events and establishing requirements for dispensing, number of outlets, minimum capital investment, hours of sale, and annual license fees

Takes effect July 1, 2025, but no licenses may be issued until the Board's regulations take effect
