Expands master contracting procurement authority from only designated units (Department of General Services, Department of Transportation, Department of Information Technology) to allow any state unit to adopt this streamlined procurement method

Authorizes procurement officers to award indefinite quantity contracts when a procurement results in multiple contracts being awarded, with contracts specifying scope of services, maximum hours or fees, and other pertinent matters

Requires the Board of Public Works to adopt regulations establishing methods for assigning work under indefinite quantity contracts, including assignment by right of first refusal based on ranking or rotation among contractors

Maintains existing task order solicitation thresholds: procurements exceeding $100,000 must solicit all master contractors in the category; those at $100,000 or less require solicitation to at least six qualified contractors or all contractors, whichever is less

Takes effect October 1, 2025
