Extends the deadline for law enforcement agencies, health care providers, forensic laboratories, and State's Attorneys to report sexual assault evidence collection kit location, status, and chain of custody information from December 31, 2025 to March 31, 2026

Expands the Rape Kit Testing Grant Fund to provide funding to the Office of the Attorney General to assist investigations of crimes involving untested sexual assault evidence kits collected before October 1, 2020

Authorizes Fund grants to the federally recognized State sexual assault coalition for a statewide victim notification hotline providing advocacy, support, information about untested kits, tracking system navigation assistance, and victims' rights information

Adds support for peer-to-peer telehealth programs as an allowable use of the Fund, and authorizes grants for periods up to 36 months

Prohibits use of the Fund to support the Sexual Assault Evidence Collection Kit Tracking Program, and requires funding levels for Attorney General and coalition grants to remain at least equal to prior fiscal year amounts unless appropriations are reduced or federal funding is received
