Creates new Class BDR-DC (deluxe complex restaurant) beer and wine license and beer, wine, and liquor license for restaurants with at least 20 seats and minimum capital investments of $25,000 and $250,000 respectively, with optional catering privileges

Establishes Class BRC (resort complex) licenses for beer and wine or beer, wine, and liquor for complexes with at least two facilities on contiguous property separated by at least 150 feet, with annual fees ranging from $700 to $3,500 depending on license type and number of facilities

Requires the Board of License Commissioners to hold hearings and publish notice at least 7 days before hearings for beer festival, wine festival, and street festival license applications

Expands eligibility for Class C multiple day and multiple event licenses from "clubs" to "nonprofit organizations," with fees ranging from $50 for 2-day licenses to $500 for up to 24 events per year

Takes effect July 1, 2025 and requires the Board to adopt regulations for all new license categories
