HB 687 - Community-Oriented Policing Act

• Prohibits law enforcement agencies from establishing or maintaining formal or informal quotas for arrests or citations
• Expands existing restrictions to prohibit using the number of arrests, investigations conducted, citations issued, or warrants served as any criterion (not just "sole or primary") for officer evaluation, compensation, discipline, promotion, demotion, dismissal, or transfer
• Bars agencies from requiring, suggesting, or requesting enforcement actions, or directing officers to act for the purpose of increasing their numbers of investigations, warrants, citations, or arrests
• Effective date: October 1, 2025
