Maryland Department of Health must prepare and distribute literature to county health departments covering firearm safety, firearm training, suicide prevention, mental health awareness, and conflict resolution

County health departments must distribute the literature to all establishments selling firearms or ammunition within their jurisdiction

Firearms and ammunition retailers must display the literature visibly at the point of sale and provide it to each purchaser

County health departments must authorize a representative to issue citations to establishment owners who violate these requirements

Civil penalties for violations: up to $500 for first offense, up to $1,000 for subsequent violations, with penalties paid to the citing county
