Removes incorrect references to the Comptroller of Maryland from record-keeping and reporting requirements for performing arts nonprofit organization license holders in Harford County, transferring oversight authority solely to the Board and Executive Director

Eliminates the Comptroller's authority to suspend a license without a hearing for up to 30 days for non-compliance with record-keeping requirements

Changes the Board's authority from mandatory ("shall") to discretionary ("may") regarding summoning license holders for hearings when violations are indicated

Makes the imposition of fines ($250-$2,000) discretionary rather than mandatory when hearing charges are sustained

Effective July 1, 2025; approved by Governor Wes Moore on May 20, 2025
