Establishes the Maryland Health Insurance Coverage Protection Commission to monitor and assess potential and actual federal changes to the ACA, Mental Health Parity and Addiction Equity Act, Medicaid, Maryland Children's Health Program, Medicare, and the Maryland All-Payer Model

Commission membership includes 3 senators, 3 delegates, state agency heads (Health, Insurance, Health Services Cost Review, Health Benefit Exchange), Attorney General, and representatives from hospitals, insurers, employers, nursing homes, physicians, behavioral health providers, and the public

Commission duties include estimating costs to the state from federal health policy changes, examining measures to prevent or mitigate adverse effects, and recommending laws to help residents obtain and maintain affordable health coverage

Annual reports with findings, recommendations, and legislative proposals due to the Governor and General Assembly by December 31 each year

Takes effect June 1, 2025 and automatically sunsets on June 30, 2029
