Creates a new nonmotorized vessel decal program allowing owners of vessels without propulsion machinery to obtain a 2-year decal for $12

Authorizes the Department of Natural Resources to establish or alter speed zones and restricted areas by public notice during emergencies, construction projects, marine events, or when designated by federal agencies

Updates the definition of "personal watercraft" to include vessels propelled by water-jet pump or other machinery designed to be operated by a person sitting, standing, or kneeling on the vessel
