Repeals the Somers Cove Marina Commission (a 7-member body politic) and its dedicated Somers Cove Marina Improvement Fund, transferring management authority directly to the Secretary of Natural Resources effective October 1, 2025

Authorizes the Secretary to execute leases, procure contracts, employ marina staff, and assess slip fees for Somers Cove Marina in Crisfield, Maryland, with a master plan required by October 1, 2027 and updates every 5 years thereafter

Establishes a new 7-member Somers Cove Marina Advisory Commission to advise the Secretary, with representatives from Somerset County, City of Crisfield, commercial fishing, economic development/tourism, and boat owners serving 4-year terms

Redirects all marina revenue to the Natural Resources Property Maintenance Fund, which is expanded to cover Somers Cove Marina operations, and allows interest earnings to remain in the fund rather than going to the General Fund

Requires the existing Commission to transfer its remaining fund balance to the Natural Resources Property Maintenance Fund by October 1, 2025, and directs cooperative transition of operations between the Commission and Department
