Expands the definition of "dually enrolled student" to include students from nonpublic (private) secondary schools and home schools, in addition to public school students already covered under existing law

Makes private school and home school students eligible to apply for the Part-Time Grant Program, which provides financial assistance to students taking 3-11 semester hours per semester

Extends eligibility for the Early College Access Grant to private school and home school students who demonstrate financial need

Allows existing tuition agreements between schools and public institutions of higher education to include private and home schools, with agreements subject to evaluation and modification every 2 years

Takes effect July 1, 2025
