Expands allowable uses of the Opioid Restitution Fund to include operating expenses and personnel costs for the Opioids Enforcement Unit within the Office of the Attorney General for investigations, enforcement actions, and recovery of funds from opioid-related judgments and settlements

Requires the Office of the Attorney General to submit annual reports to the Governor and General Assembly beginning October 1, 2025, detailing the number of investigations, lawsuits filed, and lawsuit dispositions

Takes effect July 1, 2025 and automatically sunsets on June 30, 2029 (4-year duration)

Maintains existing authorized uses including substance use disorder prevention, treatment, recovery programs, naloxone access, peer support services, crisis beds, and community-based nonprofit recovery organizations
