Eliminates diminution credits (early release credits) for individuals serving sentences for first-degree or second-degree murder in State or local correctional facilities

Caps diminution credits at 10% of the aggregate sentence for individuals convicted of crimes of violence, as defined in § 14-101 of the Criminal Law Article

Prohibits judicial officers from authorizing pretrial release for defendants charged with a crime of violence if they have a pending charge for another crime of violence or were convicted of a crime of violence within the previous 10 years

Applies to equivalent crimes committed in other jurisdictions that would qualify as crimes of violence under Maryland law

Takes effect October 1, 2025 and applies only prospectively to offenses committed after that date
