Establishes the Maryland Office of Digital Experience within the Department of Information Technology to provide oversight, leadership, intervention, and strategic modernization for major IT development projects, with authority to require reimbursement from units for services provided

Authorizes the Secretary of Information Technology and the Secretary of Budget and Management to withhold or reallocate project funds when agencies fail to report consistently or when implementation issues arise, with reallocations exceeding $500,000 requiring 60-day legislative review

Creates a publicly available project dashboard on the Department's website displaying schedule management, estimated costs, appropriations, expenditures by category, and risk assessments for all major IT projects and expedited projects

Establishes an eight-member Information Technology Advisory Board appointed by legislative leadership to advise the Legislative Policy Committee and submit annual reports interpreting IT project reports and providing recommendations

Repeals the Modernize Maryland Commission and requires the Department to develop legacy system modernization standards, an IT Investment Maturity Model, and a State Modernization Plan by July 1, 2026
