Counties and municipalities in Maryland must publish required legal advertisements and notices in both print AND digital format, expanding from the previous "print or digital" option

Publication time periods begin once the first advertisement or notice appears in both print and digital format

When no publication meets all standard newspaper qualifications (at least 4 pages, weekly publication for 6+ months, general circulation, USPS Periodicals rates), notices may be placed in any accessible digital publication that regularly contains local news for that jurisdiction

Digital-only publications used for legal notices must maintain a publicly available archive of all published legal advertisements and notices

Digital-only publications must employ at least one employee whose duties include reporting, writing, or editing local news and information
